This is an expression used in Spanish, especially for children, to eliminate someone in a game. In English there are many versions:

Eeny, meeny, miny, mo. Catch a TIGER by the toe. If he hollers, make him pay, fifty dollars every day.
Eeny meeny miny mo. Catch a TIGER by the toe. If he hollers let him go, eeny meeny miny mo.
Eeny meeny miny mo. Catch a red neck by the throat. If he hollers let him go, eeny meeny miny mo.
